Ed Miliband approves major Falklands oil field development

The Sea Lion oil development north of the Falkland Islands has received UK consent from Foreign Secretary Ed Miliband, according to project operator Navitas Petroleum.

The decision represents an important regulatory step for the development, which is being led by Navitas Petroleum alongside AIM-listed Rockhopper Exploration.

Under Falkland Islands legislation, the local government is responsible for regulating hydrocarbon development, while new petroleum licences require the consent of the UK Foreign Secretary.

The Falkland Islands Government had already approved the development and production programme for the Northern Development Area of Sea Lion, with those approvals becoming effective following the project’s final investment decision in December 2025.

Navitas currently holds a 65% working interest in Sea Lion, with Rockhopper holding the balance.

Phase 1 is expected to involve 11 subsea production and injection wells connected to a floating production, storage and offloading vessel, followed by another 12 wells during Phase 2.

Navitas currently targets first oil in March 2028, with production expected to continue for more than 30 years.

The project is one of the largest undeveloped oil discoveries associated with a London-listed junior energy company and represents the principal asset behind Rockhopper’s valuation.

The approval also comes amid renewed diplomatic pressure from Argentina, which continues to claim sovereignty over the Falkland Islands.

Argentina announced on Tuesday that it had applied to the International Tribunal for the Law of the Sea seeking provisional measures against hydrocarbon activity in the Northern Falklands Basin.

The UK maintains that the Falkland Islanders have the right to determine their own political future and develop their natural resources, while Argentina regards offshore oil development without its approval as unlawful.

For investors in Rockhopper Exploration, the significance is that another element of regulatory uncertainty around Sea Lion has been reduced while physical project execution continues.

The remaining investment case now rests primarily on construction execution, development costs, financing and the timetable towards first production in 2028, rather than whether the Northern Sea Lion development will receive political backing from the UK.
